The High National Elections Commission has officially announced the start of the voter registration process and the update of the electoral register as of Wednesday, December 6, 2017

This was during a press conference held by the Chairman of the High National Elections Commission, Dr. Emad Al-Sayah, on Wednesday, December 6th, 2017; which was attended by the Special Representative of the Secretary-General of the United Nations, Mr. Ghassan Salama, SRSG, Mrs. Maria Vo Valle Ribeiro, the DSRSG, HNEC Board members, members from the CDA, representatives of news agencies, newspapers and media channels, representatives of civil society organizations and a some guests.
Dr, Emad Al-Sayeh said that the process of updating the voters’ register will be launched according to Law No. (8), 2013, on the establishment of the HNEC, and its Article No. 2, and paragraph 4 of Article No. 3, and the decision of HNEC Board No. 58, 2017. This process is launched to give a chance to citizens who did not register so far, and those who wish to change their polling stations.
He added: this step comes within the framework of increasing the readiness of the Commission in order to shorten the time period that can be taken by the electoral cycles for the upcoming electoral events; noting that the voters’ register has not been updated since June 2014. Therefore, there is a technical and administrative need to take practical steps to update the register’s data in order to keep it operational and ready for any electoral event, called for in the future.
He continued saying: the process would continue for 60 days and that the possibility of extending it in due course could be considered. Regarding Libyans living abroad, the registration process will start in February 1st, 2018, indicating that their registration will be completely new; i.e. those who are still abroad need to re-register in the system.
Dr. Al-Sayah called upon all Libyans, males & females, inside or outside Libya, to exercise their political rights and to confirm their right to vote by including their names in the voters’ register. He called upon official state institutions, civil society organizations and the media to support the Commission in fulfilling its obligations and meeting its commitments; cooperating with HNEC in electoral awareness campaigns.
Concluding his speech, he thanked all those who had supported the Commission in fulfilling its responsibilities including: officials, elites, institutions and the international partners, represented in the United Nations Support Mission in Libya, the International Organization for Electoral Systems (IFES) and the United States Agency for International Development. He thanked again UNSMIL and welcomed the signature of the agreement of support for the electoral process in Libya with UN, through which the international community will provide technical support and advisory to the Commission, during the implementation of electoral processes and national capacity-building.
From his side, the Special Representative of the Secretary-General of the United Nations, Mr. Ghassan Salama, expressed his appreciation and congratulations to HNEC and to all Libyans on the occasion of the start of voters’ registration process. He also expressed his congratulations on the signing of the support agreement for the electoral process. He added: “I had reviewed HNEC history and found that it enjoyed a good reputation of being neutral and professional during the difficult events and kept working, developing and improving itself to improve all requirements of the electoral work, and we are sure that the coming years will witness similar levels of neutrality, integrity and professionalism, until this dear country builds an electoral structure which is neutral, transparent, credible and able to restore democracy to its natural course. ”
